Clock 1 — the heat ban 15 Jun – 15 Sep

  • Outdoor work pauses 12:30–15:00 every day from 15 June to 15 September. Plan every outdoor trade around two windows — morning and late afternoon — and move the heaviest tasks early.
  • Post the daily schedule where workers see it, in the languages they read. Inspectors ask for it; an unposted schedule reads as a breach.
  • Fines run per worker found working in the ban window, rising where several workers are involved — verify the current schedule with MOHRE before the season.

Clock 2 — WPS Every month

  • Pay through WPS within 15 days of the due date. From day 17 unpaid, MOHRE's reminders begin and the firm's compliance record is marked.
  • At one month overdue, new work permits stop for establishments with 50 or more workers — the hiring freeze lands exactly when you need workers most.
  • MOHRE applies monthly compliance thresholds on the share of workers paid and the share of wages paid. Treat 100% as the only target and verify the current rules.

Clock 3 — the FIDIC 28-day notice Per event

  • The 28 days run from awareness of the event or circumstance — not from when the cost lands. Diarise the awareness date the same day, every time.
  • A compliant notice is written, cites Sub-Clause 20.1, states the entitlement claimed, and goes to the party and address the contract names — with proof of delivery kept.
  • Day 42 is the second bar: the fully detailed claim. Contemporaneous records win it — daily reports, dated photos, instructions, correspondence and programme impact, kept from day 1.

Clock 4 — permits & NOCs Before works, then renewals

  • Every emirate runs its own stack: municipality building permits plus NOCs from utilities and roads authorities — in Dubai that means Dubai Municipality or the relevant free-zone authority (such as Trakhees), with DEWA and RTA NOCs alongside; other emirates have their equivalents.
  • The expensive miss is the renewal. An expired permit can stop the site as effectively as never having one — and the stop-work notice arrives mid-pour, not at a convenient moment.
  • Hoarding, crane, road-closure and after-hours permits each carry their own clock. Register them all in one place, with the renewal lead time recorded — not just the expiry date.
  • Give the register one owner. "The consultant has it" is how expiries slip through. One name, one register, one weekly review.
